The digital economy and its role in reshaping financial policies
Abstract
We review how the digital economy is influencing financial policies and increasing financial inclusion in this paper. It gathers the latest findings in examining and consolidating empirical evidence on the issue of account ownership, the deployment of mobile money, instant payment systems, central bank digital currency (CBDC) exploration and their utilization. Based on the international and country case studies (Kenya, India, China, Brazil), the paper explores drivers, regulatory responses, and challenges (digital divides, cyber security, privacy, regulatory capacity) and offers policy recommendations for inclusive, secure and resilient digital financial ecosystems. Statistics: 79% of adults worldwide have an account (World Bank Global Findex 2025); there were ~435 million active mobile money wallets in 2023 (GSMA); India’s UPI processed ~20,467 million transactions in Nov 2025 (NPCI); Brazil’s Pix had ~165 million signed-up users.
